Beacon Signal, Inc. (“Beacon,” “we,” “us,” or “our”) is committed to protecting the privacy of individuals who visit our website, use our mobile application, or interact with our Platform in any capacity. This Privacy Policy explains what information we collect, how we use it, with whom we share it, and your choices and rights with respect to your information.

This Privacy Policy is incorporated into and forms a part of our Terms of Use. Capitalized terms not defined herein have the meanings given to them in our Terms of Use.

 

1. INFORMATION WE COLLECT

1.1  Information You Provide to Us

We collect information you provide directly to us, including:

  • Account Registration Information: When you create an account, we collect your name, email address, and password. We may also collect optional profile information such as your location, affiliated organizations, and areas of civic interest.
  • Subscription and Payment Information: If you subscribe to Beacon Premium, we collect billing information, including credit card or other payment details, which are processed by our third-party payment processor. We do not store full payment card numbers on our systems.
  • User Content: Information you submit through the Platform, including responses to Beacon Pulse™ surveys, poll votes, comments, reactions, and content you share.
  • Communications: Information you provide when you contact us for support, provide feedback, or otherwise communicate with us.
  • Enterprise Information: If you engage with our Enterprise Services, we collect organizational information, contact details, and information related to your institutional use of our data products.

 

1.2  Information We Collect Automatically

When you use the Platform, we automatically collect certain technical and usage information, including:

  • Device and Browser Information: Device type, operating system, browser type and version, unique device identifiers, and IP address.
  • Usage Data: Information about how you interact with the Platform, including pages visited, features used, content viewed, search queries, time spent on the Platform, referring URLs, and clickstream data.
  • Location Information: We may collect general geographic location information derived from your IP address. We do not collect precise GPS location without your express consent.
  • Log Data: Server logs that record your requests to our servers, including date and time of access, pages requested, and error information.
  • Cookies and Tracking Technologies: We use cookies, web beacons, pixel tags, and similar tracking technologies as described in Section 6 of this Privacy Policy.

 

1.3  Information We Derive

We derive additional information from the information we collect, including aggregated and anonymized civic sentiment signals based on user pulse survey responses, user engagement patterns, and interest profiles derived from your interactions with Platform content. This derived information is used to power our enterprise data products and to improve the Platform. Individual user responses are aggregated and de-identified before being incorporated into any enterprise-facing analytics, and such de-identified data is not subject to deletion or opt-out requests.

 

1.4  Information from Third Parties

We may receive information about you from third parties, including identity verification services, analytics providers, and, if you connect social media or other third-party accounts to our Platform, from those third-party platforms in accordance with their privacy policies and your settings on those platforms.

 

2. HOW WE USE YOUR INFORMATION

We use the information we collect for the following purposes:

  • Platform Operations: To provide, operate, maintain, and improve the Platform and all associated features and services.
  • Account Management: To create and manage your account, authenticate your identity, and communicate with you about your account.
  • Personalization: To personalize your experience on the Platform, including tailoring your content feed, alerts, and recommendations to your stated interests and use patterns.
  • Subscription and Billing: To process payments, manage your subscription, and send you billing-related communications.
  • Enterprise Data Products: To generate aggregated, anonymized civic sentiment data, pulse survey outputs, and other analytics that form the basis of our Enterprise Services. Individual user responses are aggregated and anonymized before being incorporated into enterprise data outputs.
  • Communications: To send you service-related communications, including account notifications, security alerts, and updates to our Terms or this Privacy Policy. If you have opted in, we may also send you promotional communications about new features or offerings.
  • Research and Development: To analyze usage patterns, conduct research, and develop new features, products, and services.
  • Safety and Security: To detect, investigate, and prevent fraudulent activity, unauthorized access, and other illegal activity, and to protect the rights, property, and safety of Beacon, our users, and others.
  • Legal Compliance: To comply with applicable laws, regulations, legal process, and governmental requests.

 

3. HOW WE SHARE YOUR INFORMATION

3.1  We Do Not Sell Your Personal Information

Beacon does not sell or share your personal information as those terms are defined under the California Consumer Privacy Act, as amended. We do not share your personal information with third parties for their independent marketing or advertising purposes without your consent.

3.2  Service Providers

We share information with third-party service providers who perform services on our behalf, such as payment processing, cloud hosting, data storage, analytics, customer support, and email delivery. Our service providers are contractually obligated to use your information only as necessary to perform the services we have engaged them to provide and to maintain appropriate security measures.

3.3  Enterprise Data Products

Our enterprise data products consist of aggregated and anonymized civic sentiment data derived from User Content and Platform interactions. Individual users are not identified in enterprise data products. We do not provide enterprise customers with individually identifiable information about specific Platform users without your express consent.

3.4  Creator and Embed Partners

When you share Platform content through our embed and sharing features, certain non-identifiable information associated with the shared content (such as aggregate pulse survey results) may be visible to recipients of that content and to creator or media partners who have integrated Beacon’s embeds. This sharing is a core feature of the Platform’s civic transparency mission.

3.5  Legal Requirements and Safety

We may disclose your information if we believe in good faith that such disclosure is necessary to: (a) comply with applicable law or legal process, including a valid subpoena, court order, or government request; (b) enforce our Terms of Use; (c) protect the rights, property, or safety of Beacon, our users, or others; or (d) detect, prevent, or address fraud or security issues.

3.6  Business Transfers

In the event of a merger, acquisition, restructuring, sale of assets, or similar transaction involving Beacon, your information may be transferred to the successor entity as part of that transaction. We will provide notice to you before your personal information is transferred and becomes subject to a different privacy policy to the extent required by applicable law.

3.7  With Your Consent

We may share your information in other ways with your express consent.

 

4. DATA RETENTION

We retain your personal information for as long as your account is active, as necessary to provide you with the Platform and associated services, and as required by applicable law or regulation. When you close your account, we will delete or anonymize your personal information within ninety (90) days, except to the extent we are required to retain it for legal compliance, dispute resolution, or enforcement of our agreements. Aggregated and anonymized data derived from your use of the Platform may be retained indefinitely.

 

5. DATA SECURITY

Beacon implements commercially reasonable administrative, technical, and physical security measures designed to protect your personal information against unauthorized access, disclosure, alteration, and destruction. These measures include encryption of data in transit using industry-standard protocols, access controls, and regular security assessments. However, no method of transmission over the internet or method of electronic storage is completely secure. We cannot guarantee the absolute security of your information, and you use the Platform at your own risk with respect to security.

In the event of a data security incident that affects your personal information and that requires notification under applicable law, we will notify you in accordance with applicable legal requirements.

 

6. COOKIES AND TRACKING TECHNOLOGIES

6.1  Types of Cookies. We use the following types of cookies and similar tracking technologies on the Platform:

  • Strictly Necessary Cookies: Cookies that are required for the Platform to function, including authentication cookies and session management cookies. These cookies cannot be disabled.
  • Analytics Cookies: Cookies that help us understand how users interact with the Platform, including which pages are visited most frequently and how users navigate the Platform. We use this information to improve the Platform.
  • Preference Cookies: Cookies that allow the Platform to remember your preferences and settings, such as your language preference and personalization choices.

6.2  Your Cookie Choices. You may configure your browser to refuse all cookies or to alert you when cookies are being sent. However, if you disable certain cookies, portions of the Platform may not function properly. You may also opt out of certain analytics cookies by using opt-out mechanisms provided by our analytics providers.

6.3  Do Not Track. Some browsers transmit “Do Not Track” signals to websites. Because there is not yet a uniform standard for responding to such signals, the Platform does not currently respond to Do Not Track signals. We will revisit this policy as industry standards develop.

 

7. YOUR RIGHTS AND CHOICES

7.1  Access, Correction, and Deletion

You may access, update, or correct your account information through your account settings. You may request deletion of your account and associated personal information by contacting us at the address provided in Section 11. We will process your request in accordance with applicable law and may retain certain information as permitted or required by law.

7.2  Marketing Communications

You may opt out of receiving promotional emails from us by following the unsubscribe instructions in those emails or by updating your communication preferences in your account settings. Even if you opt out of promotional communications, we will continue to send you service-related communications necessary for the operation of your account.

7.3  California Residents

If you are a California resident, you may have additional rights under the California Consumer Privacy Act, as amended by the California Privacy Rights Act (collectively, “CCPA”). Subject to certain exceptions, these rights may include the right to know what personal information we collect and how we use and share it, the right to request deletion of your personal information, the right to correct inaccurate personal information, the right to opt out of the sale or sharing of personal information, the right to limit the use and disclosure of sensitive personal information, and the right to non-discrimination for exercising your CCPA rights. To exercise these rights, please contact us as set forth in Section 11. We will verify your identity before processing your request. For purposes of the CCPA, Beacon does not sell personal information as defined under that law.

7.4  European Economic Area, United Kingdom, and Other Jurisdictions

If you access the Platform from the European Economic Area, the United Kingdom, or other jurisdictions with data protection laws that may apply to our processing of your information, you may have additional rights under those laws. Beacon’s Platform is primarily designed for users in the United States. If you access the Platform from outside the United States, please be aware that your information may be transferred to and processed in the United States, where data protection laws may differ from those in your jurisdiction. Where required by applicable law, we will implement appropriate safeguards for such transfers, which may include standard contractual clauses or other lawful transfer mechanisms recognized under applicable data protection law.

 

8. CHILDREN’S PRIVACY

The Platform is not directed to children under the age of thirteen (13), and we do not knowingly collect personal information from children under thirteen. If we learn that we have collected personal information from a child under the age of thirteen without verifiable parental consent, we will take steps to delete that information as promptly as possible. If you believe that we may have collected personal information from a child under thirteen, please contact us at the address provided in Section 11.

 

9. THIRD-PARTY LINKS AND SERVICES

The Platform may contain links to third-party websites and services. This Privacy Policy does not apply to any third-party websites or services. We encourage you to review the privacy policies of any third-party websites or services you visit. Beacon is not responsible for the privacy practices of any third parties.

 

10. CHANGES TO THIS PRIVACY POLICY

Beacon reserves the right to modify this Privacy Policy at any time. We will notify you of material changes by posting a revised Privacy Policy on the Platform with an updated effective date at least thirty (30) days before the changes take effect. For significant changes, we will also provide more prominent notice, such as a notification within the Platform or an email to the address associated with your account. Your continued use of the Platform following the effective date of any modification constitutes your acceptance of the modified Privacy Policy. We encourage you to review this Privacy Policy periodically.
